Background of the project: In response to these changes, law enforcement agencies around the world are increasingly focusing on organizational agility and change management as key components of effective policing. Organizational agility refers to the ability of an institution to adapt quickly to environmental changes and emerging challenges while maintaining operational efficiency. Research shows that police organizations must continuously adapt their structures, management systems, and operational processes in order to respond effectively to evolving crime patterns and community expectations. Despite the evolving nature of crime, many institutional processes within traditional police organizations remain based on conventional investigative models. Organizational structures, job responsibilities, and administrative procedures often fail to keep pace with the changing demands of modern policing, Without continuous process development and effective change management strategies, police organizations may face difficulties in responding efficiently to emerging criminal threats In this context, the Criminal Investigation Department (CID) of Bangladesh Police needs to strengthen its organizational processes, management systems, and institutional framework. Developing modem Rules of Business (RoB), clearly defined job descriptions, specialized investigative units, and performance evaluation mechanisms can significantly improve operational efficiency and institutional accountability. Title-5: Technology driven Terrorism in Bangladesh: emerging patterns, factors affecting the usages and responses to the misuse of new technologies. Background: The rapid development of information and communication technologies (ICTs) has increased the opportunities to the terrorist and violent extremist groups and networks to advance their criminal activities. These groups are increasingly using new technologies to organize, plan, finance, perpetrate and broadcast attacks. Council of Europe (2025) studied the emerging patterns of the misuse of new technology and found that social media platforms, terrorist-hosted websites, the decentralized web, the dark web, generative Artificial Intelligence (Al) are all playing critical roles in the radicalisation and recruitment process of terrorist activities. During the Dhaka attack in 2016 which was perpetrated by the IS supported neo-JMB, Bangladesh witnessed how the terrorists did do live streaming of attacks and sharing of manifestos online before and aftermath of the attack. Although many of these technologies provide benefits in the field of counter-terrorism to the government, their actual or potential misuse by terrorist/extremist actors often slow integration of new technologies within policy and operational responses leading to becoming major concerns for practitioners, policy makers and the broad array of entities involved in counter-terrorism today not only in Bangladesh but across the globe. In effect, these remain threatening to our national security and democratic system. In this backdrop, it is imperative to identify the main usage patterns of terrorists' misuse of technology, and vulnerabilities and risks associated with these developments, the findings. of which will inform the policy makers in Bangladesh to formulate a framework on how to monitor, disrupt, and intercept terrorist activity and mitigate these risks in a holistic way.

Title-12: Technology-Enabled Anti-Narcotics Policing in Rohingya Camps: Assessing the Effectiveness of deployment of Integrated Unmanned Aerial Surveillance Systems and Drug Detection Canine Units in Combating Drug Trafficking. Background: Drug trafficking remains a major security and public safety concern in the Rohingya camps of Cox’s Bazar, where high population density, complex terrain, and proximity to cross-border trafficking routes create significant challenges for conventional law-enforcement operations. Traditional patrol and surveillance methods may have limitations in ensuring continuous monitoring, timely detection, and effective intelligence collection across these high-risk areas. The integration of Unmanned Aerial Surveillance Systems (drones) with drug-detection canine (K9) units offers a technology-enabled approach to strengthen anti-narcotics policing. Drones can support wider-area surveillance and rapid identification of suspicious activities, while K9 units can assist operational teams in detecting narcotics during targeted interventions. An integrated Drone-K9 model may therefore enhance surveillance capacity, operational responsiveness, and the efficient use of policing resources. This project will assess the operational effectiveness, cost-efficiency, scalability, and community acceptability of an integrated Drone-K9 anti-narcotics surveillance model through a pilot intervention in selected high-risk Rohingya camp areas. It will also examine changes in drug-related seizures, trafficking incident detection, arrests, and intelligence reporting, while identifying operational challenges and lessons learned. The findings are expected to provide evidence-based recommendations for determining the feasibility of wider deployment of this technology-enabled policing approach across Rohingya camp areas.

Title-7: Urban Vulnerability, Crime and Community Safety: Policing Dynamics in Bihari Settlements of Dhaka (Bihari Camp, Mirpur and Geneva Camp, Mohammadpur). Background: Bihari Camp in Mirpur and Geneva Camp in Mohammadpur are among Dhaka’s largest and oldest Bihari settlements. Despite the recognition of citizenship rights for camp-born residents in 2008, these communities continue to experience significant socioeconomic and institutional vulnerabilities. High population density, unemployment, limited educational and livelihood opportunities, inadequate public services, and informal governance structures contribute to a complex security environment. Common concerns include drug abuse and trafficking, theft, gambling, extortion, interpersonal violence, and juvenile delinquency. The densely built environment, narrow lanes, and restricted police mobility further complicate conventional law-enforcement activities. Police-community relations are also affected by mistrust and perceptions of discrimination and institutional neglect, which may discourage crime reporting and cooperation with law enforcement. Community-Oriented Policing (COP), with its emphasis on partnership, trust-building, problem-solving, and proactive engagement, may provide an effective response to these challenges. This study will comparatively examine urban vulnerability, crime patterns, community safety, and policing dynamics in the two camps and assess how community-oriented policing can strengthen crime prevention, police-community cooperation, and residents’ well-being.

The Bangladesh Municipal Development Fund (BMDF) intends to engage a qualified Consulting Firm to conduct a comprehensive feasibility study for the Development of Surface Water Treatment Plant (SWTP) and Water Supply Network in Chandpur Municipality. The assignment is being undertaken under the Technical Assistance (TA) framework of the Memorandum of Understanding (MoU) between BMDF and Water.org to support sustainable investment in urban water supply and sanitation infrastructure. The scope of the assignment includes assessment of existing water supply infrastructure, demand forecasting, identification and evaluation of suitable surface water sources, engineering investigations, hydraulic modelling, preliminary engineering design of the SWTP and water supply network, cost estimation, financial and economic analyses, environmental and social assessments, climate resilience assessment, stakeholder consultations, identification of statutory approvals, and preparation of the Feasibility Study Report and Development Project Proposal (DPP).
