To examine the policy–practice gap in circle-level policing and propose institutional reforms. 2. To investigate the legal and administrative role of Circle Officers 3. To identify operational and institutional limitations 4. To analyze the impact of supervisory gaps on accountability and service delivery 5. To evaluate the effectiveness of supervision over police stations 6. To recommend evidence-based reforms for improving circle-level policing
