Title-5: Technology driven Terrorism in Bangladesh: emerging patterns, factors affecting the usages and responses to the misuse of new technologies. Background: The rapid development of information and communication technologies (ICTs) has increased the opportunities to the terrorist and violent extremist groups and networks to advance their criminal activities. These groups are increasingly using new technologies to organize, plan, finance, perpetrate and broadcast attacks. Council of Europe (2025) studied the emerging patterns of the misuse of new technology and found that social media platforms, terrorist-hosted websites, the decentralized web, the dark web, generative Artificial Intelligence (Al) are all playing critical roles in the radicalisation and recruitment process of terrorist activities. During the Dhaka attack in 2016 which was perpetrated by the IS supported neo-JMB, Bangladesh witnessed how the terrorists did do live streaming of attacks and sharing of manifestos online before and aftermath of the attack. Although many of these technologies provide benefits in the field of counter-terrorism to the government, their actual or potential misuse by terrorist/extremist actors often slow integration of new technologies within policy and operational responses leading to becoming major concerns for practitioners, policy makers and the broad array of entities involved in counter-terrorism today not only in Bangladesh but across the globe. In effect, these remain threatening to our national security and democratic system. In this backdrop, it is imperative to identify the main usage patterns of terrorists' misuse of technology, and vulnerabilities and risks associated with these developments, the findings. of which will inform the policy makers in Bangladesh to formulate a framework on how to monitor, disrupt, and intercept terrorist activity and mitigate these risks in a holistic way.
