| Title-7: Urban Vulnerability, Crime and Community Safety: Policing Dynamics in Bihari Settlements of Dhaka (Bihari Camp, Mirpur and Geneva Camp, Mohammadpur). Background: Bihari Camp in Mirpur and Geneva Camp in Mohammadpur are among Dhaka’s largest and oldest Bihari settlements. Despite the recognition of citizenship rights for camp-born residents in 2008, these communities continue to experience significant socioeconomic and institutional vulnerabilities. High population density, unemployment, limited educational and livelihood opportunities, inadequate public services, and informal governance structures contribute to a complex security environment. Common concerns include drug abuse and trafficking, theft, gambling, extortion, interpersonal violence, and juvenile delinquency. The densely built environment, narrow lanes, and restricted police mobility further complicate conventional law-enforcement activities. Police-community relations are also affected by mistrust and perceptions of discrimination and institutional neglect, which may discourage crime reporting and cooperation with law enforcement. Community-Oriented Policing (COP), with its emphasis on partnership, trust-building, problem-solving, and proactive engagement, may provide an effective response to these challenges. | Title-5: Technology driven Terrorism in Bangladesh: emerging patterns, factors affecting the usages and responses to the misuse of new technologies. Background: The rapid development of information and communication technologies (ICTs) has increased the opportunities to the terrorist and violent extremist groups and networks to advance their criminal activities. These groups are increasingly using new technologies to organize, plan, finance, perpetrate and broadcast attacks. Council of Europe (2025) studied the emerging patterns of the misuse of new technology and found that social media platforms, terrorist-hosted websites, the decentralized web, the dark web, generative Artificial Intelligence (Al) are all playing critical roles in the radicalisation and recruitment process of terrorist activities. During the Dhaka attack in 2016 which was perpetrated by the IS supported neo-JMB, Bangladesh witnessed how the terrorists did do live streaming of attacks and sharing of manifestos online before and aftermath of the attack. Although many of these technologies provide benefits in the field of counter-terrorism to the government, their actual or potential misuse by terrorist/extremist actors often slow integration of new technologies within policy and operational responses leading to becoming major concerns for practitioners, policy makers and the broad array of entities involved in counter-terrorism today not only in Bangladesh but across the globe. Background of the project: Online scams are increasing in scale, technical complexity, and cross-border reach. In Bangladesh, the Cyber Police Centre (CPC) of CID plays a central role in investigating these offences, yet investigators often face pressure from limited manpower, evolving offender tactics, gaps in digital-forensic capacity, and delays in obtaining electronic evidence from service providers and foreign jurisdictions. As scams increasingly involve mobile financial services, bank accounts, social-media platforms, and cryptoasset-related laundering, it is necessary to assess whether current investigative capacity is sufficient and what practical reforms are most urgently required. | Title-2: Policy–Practice Disjuncture in Circle-Level Policing: Limitations, Institutional Reform, and Supervisory Role over Police Stations Background of the project: Circle-level policing is one of the most operationally significant tiers of Bangladesh Police. Circle Officers/Supervise police stations, monitor investigations, maintain law and order, and ensure implementation of departmental policies. Despite existing laws, Police Regulations Bengal (PRB), standing orders, and training systems, a gap often exists between policy and field-level practice. This policy–practice disjuncture affects accountability, investigation quality, service delivery, procedural justice, and public trust in policing. The study aims to explore institutional limitations and recommend reforms for strengthening professional and people-centred policing in Bangladesh. Objectives of the Assignment: 1.
