1. The Tenderer must be the manufacturer or the sole authorized distributor of a foreign manufacturer for the key components (Smart card based Pre-paid meter). An authorization letter from a dealer, trader, trading house, or intermediary will not be accepted. 2. In the case of a local manufacturer, a valid Industrial License and an Environmental Clearance Certificate from the Department of Environment (DoE) must be submitted. Local manufacture shall have a minimum of 2 years specific experience for production of Smart Card Based Pre-paid meter. 3. The Tenderer must have a minimum of five (5) years of general experience in the supply of goods and related services. 4. The tenderer shall have specific experience of satisfactory completion of supply of Smart Card Based Pre paid meter with necessary accessories of minimum Tk 2.52 crore under maximum 03(three) contracts in the last 03(three) years at any Government/Semi-Government/Autonomous organization. 5. The Tenderer must possess all valid and updated legal documents, including a Trade License, Income Tax Clearance Certificate, TIN, VAT Registration Certificate, and an Import Registration Certificate (if required). 6. Sample Submission: Two (02) smart card–based prepaid meters, two (02) mobile vending units, six (06) smart cards, one (01) card reader must be submitted to the BMDA Rajshahi Regional Store. Proof of this sample submission is required and must be uploaded with the tender document. Tenders submitted without the required samples will not be accepted. All supplied sample shall be operable and manageable through the existing System. Other terms and conditions of the tender and instructions are given in Sections 2, 4 and 6.
